He was kept out of the hall of fame all the years he was on the ballot because the Reds were hated for their cockiness in success while dominating the entire 1970s, and the voters couldn't very well keep Morgan, Perez, and Bench out, so they took it out on Concepcion.
By the way, that same hateful mentality led Bowie Kuhn to disallow the trade of Vida Blue by the A's to the Reds before the 1977 season. Kuhn claimed it was for "competitive balance", yet A's owner Finley was allowed to sell off the rest of his stars! MLB hated the loss of potential revenue because of the dominance by a small-market franchise.
